Phase I: Rise
On 30 June 1941, as German forces entered Lviv during the invasion of the Soviet Union, the OUN-B faction led by Stepan Bandera proclaimed the Act of Proclamation of the Ukrainian State. The declaration established a self-proclaimed Ukrainian national government and pledged cooperation with Nazi Germany, hoping German military success could be leveraged into recognized Ukrainian independence.
Phase II: Zenith
The government's effective reach extended no further than Lviv in its brief existence. It represented the political ambition of Ukrainian nationalist circles who hoped Nazi Germany would sanction an independent Ukrainian state, and it attempted to mobilize local administrative structures in the city amid the chaos of the German occupation's opening days.
Phase III: Decline
German authorities quickly moved to suppress the proclamation, ordering the Ukrainian nationalist leadership to disband the government. When leaders refused to comply, they were arrested by Nazi security services. Stepan Bandera was taken into custody and ultimately held in Sachsenhausen concentration camp, ending the entity's existence within days of its declaration.
