Following the dissolution of Yugoslavia and the Bosnian War, Serbia and Republika Srpska sought to maintain and develop cultural, political, and economic ties despite being in separate internationally recognized states, prompting the need for a formal bilateral framework.
The Agreement on Special Parallel Relations was first signed on February 28, 1997, and subsequently updated on September 26, 2006. It established formal cooperation between the Republic of Serbia and Republika Srpska, and created the Council for Cooperation comprising the presidents and prime ministers of both sides.
The agreement was formally implemented on December 15, 2010, and four joint councils have since been convened, providing an institutionalized mechanism for ongoing bilateral coordination between Serbia and the Bosnian Serb entity.
