The United States administered the Trust Territory of the Pacific Islands under a UN trusteeship from 1947, obligating it to promote self-government for the island peoples. As the trusteeship era drew to a close, negotiated frameworks were needed to define the future political and security relationships between the US and the emerging Pacific states.
Negotiations for the Compacts of Free Association began in 1980 and resulted in agreements signed in 1982 and 1983. Citizens of the Pacific states approved the compacts in 1983 plebiscites. The U.S. Congress adopted implementing legislation in 1986, and the compacts were signed into law on November 13, 1986, formally ending the trusteeship for FSM and the Marshall Islands.
The Freely Associated States gained sovereign self-governance while the United States retained full international defense authority over their territories. The US committed to guaranteed financial assistance administered through its Office of Insular Affairs. Palau's trusteeship ended in 1994, and all three compacts are currently extended through 2043.
