Strategic Narrative Overview

From May 29 to June 1, 1861, Union Navy gunboats exchanged cannon fire with Confederate shore batteries over four days of intermittent shelling. Neither side could gain a decisive advantage: Union vessels failed to dislodge the Confederate garrison or destroy the batteries, while Confederate gunners inflicted no serious damage on the Union ships. Shortly after the engagement, on July 7, 1861, Confederates deployed naval mines near Aquia Landing, marking an early use of that weapon, though without effect.

01 / The Origins

In the opening months of the American Civil War, the Confederacy established shore batteries along the Potomac River to obstruct Union military and commercial navigation in the Chesapeake Bay region. At Aquia Creek in Stafford County, Virginia, Confederate forces fortified the mouth of the creek partly to protect a key railroad terminal at Aquia Landing, seeking to deny Union forces free movement along the lower Potomac River.

03 / The Outcome

The battle ended without a clear victor. Confederate batteries remained in place following the engagement, continuing to restrict Union navigation. The batteries were finally abandoned on March 9, 1862, when Confederate forces withdrew to counter the Union Army's Peninsula Campaign farther south. The engagement is recognized by the U.S. National Park Service as one of 384 principal battles of the American Civil War.
