Labuan island, lying off the coast, was identified as a key objective due to its harbour and airfield. The operation formed part of the broader Australian invasion of North Borneo, launched as Japanese power in the region was weakening.

Civilian infrastructure had to be rebuilt due to bombardment damage, and a Commonwealth War Graves Commission cemetery was later established on the island.
