Strategic Narrative Overview

In the early hours of 15 June 1940, three nearly simultaneous attacks were launched against Latvian border installations. Two border posts were directly assaulted by Soviet NKVD troops, while a third attack that was already underway was called off. The strikes were swift and small-scale, designed to overwhelm lightly manned frontier posts rather than to constitute a sustained military engagement.

01 / The Origins

In the summer of 1940, the Soviet Union moved to absorb the Baltic states into its sphere of control under the terms of the Molotov–Ribbentrop Pact's secret protocols. On the eve of its ultimatum and military occupation of Latvia, Soviet NKVD forces carried out a series of coordinated provocative attacks on Latvian border posts in the Abrene district along the Latvian–Soviet border, apparently intended to create a pretext or to disable frontier resistance ahead of the occupation.

03 / The Outcome

The attacks resulted in the deaths of three Latvian border guards and two civilians. Thirty-seven individuals were seized and transported into Soviet territory as hostages. The incident preceded the Soviet ultimatum to Latvia by hours and was followed by the full military occupation of the country, effectively ending Latvian independence until 1991. The fate of the 37 kidnapped persons remains unclear.
