Strategic Narrative Overview
II Marine Expeditionary Force launched Operation Sayeed as an umbrella framework dividing Al Anbar into four areas of operations — Denver, Topeka, Raleigh, and Oshkosh — each targeting distinct localities from Ramadi to Fallujah. Between July and December 2005, at least 11 named operations were conducted under this framework. Operations Steel Curtain and Iron Fist were among the largest, targeting towns along the Syrian border to interdict insurgent supply lines and clear AQI fighters.
01 / The Origins
By mid-2005, Al-Qaeda in Iraq had established a strong presence in the Western Euphrates River Valley in Al Anbar Governorate, using the region as a logistical corridor and safe haven. The U.S. military sought to disrupt AQI networks ahead of critical political milestones: an October 2005 constitutional referendum and December 2005 national elections, both of which required a stable security environment across western Iraq.
03 / The Outcome
Operation Sayeed concluded in December 2005, coinciding with Iraq's national legislative elections. U.S. and Iraqi forces succeeded in disrupting AQI's grip on several Euphrates River Valley towns and securing border areas. The operations contributed to conditions permitting the elections to proceed, though AQI retained the capacity to reconstitute in parts of Al Anbar in subsequent years.
