Strategic Narrative Overview

Construction of the hidden chambers began in late 1941 within the tunnel system of Lord Airey's Shelter on the upper Rock of Gibraltar, completing by late summer 1942. The post featured two apertures: one overlooking the Bay of Gibraltar and one facing the Mediterranean. Six volunteers were recruited and prepared to be permanently sealed inside, communicating ship movements to the United Kingdom, with provisions sufficient for a seven-year confinement.

01 / The Origins

Operation Tracer arose from Germany's 1940 plan, Operation Felix, to seize Gibraltar from Spain. Rear Admiral John Henry Godfrey, Director of Naval Intelligence, recognised that if Gibraltar fell to Axis forces, British naval intelligence would lose visibility over ship movements through the Strait. In 1941 he conceived a covert stay-behind post, planning meetings at his private residence to ensure strict secrecy, bypassing normal Whitehall channels entirely.

03 / The Outcome

The operation was ultimately aborted without activation, as Gibraltar was never captured by Axis forces. The Director of Naval Intelligence ordered the provisions distributed and the cave sealed. The site passed into rumour for decades, known as Stay Behind Cave, until the Gibraltar Caving Group rediscovered it in 1997. Its authenticity was confirmed by a builder in 1998 and by the last surviving Tracer team member, a physician, before his death in 2010.
