Over the full 1990–2022 period, renewable energy consumption declined 5.9 percentage points, indicating a gradual shift toward fossil fuel integration. The steepest decline occurred between 2013 and 2018, dropping from 93.1% to 90.5% as Uganda expanded fossil fuel infrastructure and industrial capacity. Since hitting bottom in 2018, the share has stabilized around 90–92%, suggesting the country may have found equilibrium between renewable and non-renewable sources. Continued reliance on hydroelectric generation and biomass keeps Uganda among the world's highest renewable energy consumers, though further diversification into thermal power appears locked into its energy trajectory.
