Growing dominance by a small number of countries in Olympic gymnastics prompted officials to introduce new participation limits, restricting team sizes and the number of gymnasts allowed to advance to all-around and apparatus finals, in order to broaden competitive opportunity.
Fourteen artistic gymnastics events were held at the Montreal Forum from July 18 to 23, 1976. For the first time, nations were limited to three gymnasts in the all-around and two per apparatus final, and only twelve countries could field full six-person teams in the team competition.
The new restrictions proved controversial, preventing top gymnasts from strong national programs from reaching the finals. The rule changes nonetheless established a precedent for managing dominant team nations in Olympic gymnastics, influencing subsequent Games' qualification structures.
