Cause → Event → Consequence

Cause

After the Potsdam Conference divided Indochina at the 16th parallel, Chinese forces occupied the North while the French re-established themselves in the South with British support. In February 1946, China permitted French troops to advance north of the 16th parallel, compelling the Viet Minh to negotiate rather than face simultaneous pressure from both Chinese and French forces.

Event

On 6 March 1946, Hồ Chí Minh and French commissioner Jean Sainteny signed a preliminary treaty recognizing Vietnam as a free state within the French Union and Indochinese Federation. The agreement allowed France to station troops north of the 16th parallel and committed France to holding a referendum in Cochinchina on reunification with the rest of Vietnam.

Consequence

The agreement drew immediate criticism from non-Viet Minh opposition groups in Vietnam and from French High Commissioner d'Argenlieu, who viewed its terms as too lenient. Subsequent negotiations collapsed under hardline positions on both sides, and the fragile accord ultimately failed to prevent the outbreak of the First Indochina War on 19 December 1946.
