Following the death of Yasser Arafat and the election of Mahmoud Abbas as Palestinian Authority president in early 2005, a new government was required to replace the previous administration and address the PA's political and administrative needs under new leadership.
On 24 February 2005, the Palestinian Legislative Council approved a new Palestinian Authority government headed by Prime Minister Ahmed Qurei by a vote of 54 to 12. The 24-member cabinet was dominated by technocratic professionals, with close to half holding doctoral degrees, and was largely Fatah-affiliated.
The government served until 29 March 2006, when it was succeeded by the Hamas-led Government of March 2006 following Hamas's victory in the January 2006 Palestinian legislative elections, marking a significant shift in Palestinian political governance.
