Cause → Event → Consequence

Cause

Following World War II, Britain and France signed the Treaty of Dunkirk in 1947 to guard against possible German or Soviet aggression. Growing security concerns across Western Europe prompted a broader multilateral agreement, and the five founding states sought to formalise mutual defence and cooperation commitments beyond the bilateral arrangement.

Event

On 17 March 1948, Belgium, France, Luxembourg, the Netherlands, and the United Kingdom signed the Treaty of Brussels, creating the Western Union. The treaty established military, economic, social, and cultural cooperation among members and included a mutual defence clause, making it the most expansive Western European security agreement to that point.

Consequence

The treaty's commitments required political and military structures that led directly to the founding of NATO. In December 1950, Western Union Defence Organisation assets were transferred to NATO's SHAPE. Amended in 1954 to admit Italy and Germany as the Western European Union, the treaty ultimately became redundant after the EU's own mutual defence clause took effect in 2009, and was terminated on 31 March 2010.
