France had long sought to expand its influence in North Africa, and growing instability in Morocco provided a pretext. European powers had already acknowledged France's special position in Morocco through the Entente Cordiale and Algeciras Conference. Internal opposition to Sultan Abd al-Hafid weakened the Moroccan state, and France used the threat of further disorder to pressure the Sultan into accepting a protectorate arrangement.
On 30 March 1912, Sultan Abd al-Hafid, signing under duress, and French diplomat Eugène Regnault formalized the Treaty of Fes. The agreement transferred effective governance of Morocco to a French Resident-General, who held absolute authority over both internal and external affairs and was the sole representative of Morocco in foreign relations, while the Sultan nominally retained the right to issue decrees submitted by French officials.
The treaty triggered immediate unrest among the Moroccan population, culminating in the violent Intifada of Fes upon news of the agreement leaking. Morocco remained under French protectorate status for over four decades. The protectorate structure preserved a facade of Moroccan sovereignty while concentrating real power in French hands, until the Franco-Moroccan Joint Declaration of 2 March 1956 restored Moroccan independence.
