Biography

Ahmet Tevfik Pasha, later known as Ahmet Tevfik Okday after 1934, was born on 11 February 1845 in Üsküdar, Istanbul. He was an Ottoman diplomat and statesman of Crimean Tatar descent and became the last grand vizier of the Ottoman Empire. His very long life, from 1845 to 1936, allowed him to witness the entire decline of the Ottoman Empire and the emergence of the Turkish Republic, during one of the most turbulent political changes in modern history. He passed away on 8 October 1936, in the same Üsküdar neighborhood where he was born more than ninety years earlier.

Born in Üsküdar in 1845, Ahmet Tevfik grew up during the Tanzimat era, a time when the Ottoman Empire was trying to modernize and reform its administration. These changes opened up new opportunities for skilled men from different ethnic backgrounds, including those of Crimean Tatar descent like Tevfik, to advance in the imperial bureaucracy and diplomatic corps. His early career was influenced by the empire's need for experienced diplomats who could handle European courts and negotiate for a weakening but still important power. He steadily rose through diplomatic assignments and administrative jobs, eventually becoming a long-serving Minister of Foreign Affairs before becoming the grand vizier.
