Gregers Winther Wulfsberg Gram (10 December 1846 – 1 August 1929) was a Norwegian jurist, politician, and international arbitrator who played a significant role in Norwegian governance during the late 19th and early 20th centuries. Born in Moss Municipality, Gram pursued his legal education at the University of Oslo, where he developed the foundation for what would become a distinguished career in law and public administration.
Gram's political career reached its zenith when he served as Norwegian prime minister in Stockholm during two separate periods: from 1889 to 1891 and again from 1893 to 1898. In this capacity, he represented Norwegian interests during the union period with Sweden, navigating the complex political relationship between the two nations. His diplomatic skills and legal expertise made him particularly effective in managing the delicate balance of Norwegian autonomy within the union framework.
Following his tenure as prime minister, Gram transitioned to regional administration, serving as County Governor from 1898 to 1915.
