Khil Raj Regmi was born on 31 May 1949 in Palpa District, Nepal. He studied at Tribhuvan University, where he built the legal skills that would lead to a notable career in the Nepalese judiciary. Over many years, Regmi rose through the legal system, gaining a reputation for fairness and dependability that eventually put him at the heart of one of Nepal's most important political times.

Regmi became Chief Justice of Nepal in May 2011, appointed by President Ram Baran Yadav after Chief Justice Ram Prasad Shrestha's term ended. His time as the judiciary's head came during a very unstable period in Nepalese politics, when efforts to create a new national constitution stumbled, and elected governments repeatedly failed to stabilize the country's post-conflict transition.

In early 2013, Nepal's major political parties agreed to a rare arrangement, appointing Regmi as chairman of the Council of Ministers on a temporary basis.
