Kjell Eugenio Laugerud García was born on January 24, 1930, in Guatemala City, Guatemala, to a family with Norwegian roots. He pursued a career in the Guatemalan military and got advanced training at the United States Army Command and General Staff College, which shaped him as a military officer. He married Hellen Lossi, and they stayed together throughout his public life. Laugerud García slowly climbed the ranks in the Guatemalan armed forces, becoming known as a disciplined and capable officer before moving into politics as a member of the National Liberation Movement, a right-wing political party that played an important role in Guatemalan politics in the mid-20th century.

He witnessed the 1944 revolution, the reformist governments of Juan José Arévalo and Jacobo Árbenz, and the 1954 coup that changed Guatemala's political landscape. By 1970, he had become Chief of the General Staff of the Army under President Carlos Arana Osorio. From 1972 to 1973, he was the Minister of National Defence, putting him at the heart of Guatemala's military and political power.
