Biography

Mark Rutte, born February 14, 1967, in The Hague, is a Dutch politician. He became the longest-serving prime minister in Dutch history before moving on to become NATO's 14th Secretary-General in October 2024. His political career spanned more than 20 years, and he played a key role in shaping modern Dutch governance and international relations. After studying at Leiden University and the International Institute for Management Development, Rutte first worked in business management with Unilever before entering national politics in 2002 as part of Jan Peter Balkenende's cabinet.

Rutte's rise to political leadership took off when he won the 2006 VVD leadership election and led the People's Party for Freedom and Democracy to victory in the 2010 general election. His appointment as prime minister was historic, as he was the first self-described liberal to hold the office in 92 years. During his time in office, Rutte showed great political persistence, handling four different cabinet formations despite many challenges, including government collapses, coalition talks, and major scandals.

His first government fell in April 2012 due to budget negotiation issues, but Rutte successfully returned to office after the VVD's electoral win. His second cabinet, formed with the Labour Party, was the first to finish a full four-year term since 1998. Even though the VVD lost seats in 2017, they remained the largest party, allowing Rutte to form a third cabinet with the Christian Democratic Appeal, Democrats 66, and Christian Union after lengthy negotiations.

Rutte's fourth and last term began in 2022, following his resignation over the Dutch childcare benefits scandal and another electoral win in 2021. His term ended in July 2024 when the Schoof cabinet took over, after his government resigned due to disagreements over migration policy. During his 14 years in office, Rutte received many international honors, including the Global Citizen Awards in 2019 and several orders of merit from different countries, showing his significant impact on Dutch and international politics.

Before Fame

Born in post-war Netherlands during a time of fast social and economic change, Rutte grew up as the country became a modern European welfare state. The Netherlands during his youth was moving from pillarization to secularization, enjoying economic growth and closer European ties.

Rutte's early career matched the era's focus on international business and global connections. He studied at Leiden University, a top Dutch institution, and then furthered his education at the International Institute for Management Development. This prepared him to join the new wave of Dutch professionals with a global outlook. Working at Unilever, a major multinational with Dutch origins, he gained business skills and a practical mindset that later shaped his political approach, especially as traditional political divides became less important in Dutch politics.
