Ștefan Protopopescu was born on January 14, 1886, in Drobeta-Turnu Severin, Romania, and became a key figure in Romanian military aviation. He is notably recognized as the first person in Romania to receive an official pilot license, being license number 1, which also made him the first pilot for the Romanian Army. His career developed during the early days of global aviation, making his role crucial in the growth of a new military and technological field in southeastern Europe.

Protopopescu spent much of his career promoting and developing aviation in Romania. Besides being a pilot, he worked as a military flight engineer and inventor, adding technical expertise to the growing Romanian aviation industry. During this time, Protopopescu trained in aviation, eventually earning his pilot certification and becoming the first person to hold a Romanian pilot license.
