Strategic Narrative Overview
The Iraqi advance began on 15 October 2017 under the codename Operation Enforcing Security. Kurdish Peshmerga forces largely withdrew rather than mount sustained resistance, allowing Iraqi troops to enter the city of Kirkuk rapidly. Within five days, the entire governorate had come under Iraqi government control. 01 / The Origins
Kirkuk Governorate had been under Kurdish Peshmerga control since 2014, when Kurdish forces filled the vacuum left by the collapse of Iraqi Army units facing ISIS. Following the disputed Kurdish independence referendum of September 2017, tensions between Baghdad and Erbil escalated sharply. The Iraqi government issued repeated warnings demanding the Peshmerga withdraw from Kirkuk; when those warnings were ignored, Iraqi Security Forces were ordered to retake the region.
03 / The Outcome
The operation concluded with Iraqi Security Forces reasserting full administrative and military control over Kirkuk Governorate within approximately five days. The swift Kurdish withdrawal without large-scale fighting underscored divisions within Kurdish political and military leadership. The outcome effectively reversed the territorial expansion the Peshmerga had achieved during the 2014 ISIS crisis and significantly weakened the Kurdish push for independence following the September 2017 referendum.
