Strategic Narrative Overview

03 / The Outcome

By 11 March 2025, most Ukrainian forces had retreated under sustained Russian counterattack. Russian troops entered Sudzha the following day, effectively collapsing the remaining Ukrainian pocket. Western analysts disagreed on the operation's strategic value, with assessments ranging from a Ukrainian failure to a partial success that shaped Russian military thinking and diverted resources, though the final balance of losses remained disputed pending full Ukrainian withdrawal.
