Strategic Narrative Overview

Within its first six months, the operation conducted 12 collaborative inspections of merchant vessels, monitored 10 ports and landing points, and tracked 25 airports and landing strips potentially used for arms transfers. Fourteen special reports were submitted to the UN Panel of Experts covering both sides of the Libyan conflict. Italy and Greece alternated command and flagship responsibilities every six months.

01 / The Origins

The Second Libyan Civil War produced an international arms flow into Libya in violation of a United Nations embargo. The European Union, acting under its Common Security and Defense Policy framework, launched Operation IRINI on 31 March 2020 to monitor and enforce that embargo using naval vessels, aircraft, and satellite surveillance across the Mediterranean Sea, with headquarters established in Rome, Italy.
