Strategic Narrative Overview
Fifteen heavily armed attackers breached the secure naval base and sustained a sophisticated assault lasting 16 hours. During the engagement, two American-built P-3C Orion maritime surveillance aircraft were destroyed. 01 / The Origins
PNS Mehran, headquarters of Pakistan Navy's Naval Air Arm and the country's most populous military installation, was targeted by Tehrik-i-Taliban Pakistan (TTP) and Al-Qaeda on 22 May 2011. The attack is believed to have been masterminded by militant leader Ilyas Kashmiri. It followed the 2009 attack on Pakistan Army General Headquarters and reflected an escalating campaign by militant groups against high-value Pakistani military targets.
03 / The Outcome
The attack was repelled after 16 hours, with all attackers killed or neutralised by SSG(N) forces. Eighteen military personnel were killed and sixteen wounded. The destruction of two strategically valuable P-3C Orion aircraft represented a significant material loss. U.S. and Western intelligence assessed the raid as more dangerous and better planned than the 2009 GHQ attack, prompting urgent review of Pakistani military base security protocols.
