Strategic Narrative Overview

The conflict evolved through several phases: early insurgency by groups like the Free Syrian Army; the rise and territorial defeat of the Islamic State across eastern Syria; Turkish military intervention in the north; and prolonged fighting over Aleppo, which fell to pro-Assad forces in 2016. A ceasefire in Idlib from 2020 held until November 2024, when the Islamist militia HTS and allied factions launched a sweeping offensive that rapidly captured Aleppo, Hama, Homs, and then Damascus.

01 / The Origins

Popular discontent with Bashar al-Assad's Ba'athist government sparked mass protests across Syria in March 2011, part of the broader Arab Spring. The regime's violent crackdown on demonstrators caused defections from the military, fueled the emergence of armed opposition groups, and transformed a civilian uprising into a full civil war. Regional and global powers quickly took opposing sides, with Iran, Russia, and Hezbollah backing Assad while Qatar, Turkey, and the United States supported opposition factions.

03 / The Outcome

Assad fled to Moscow on 8 December 2024 as rebel forces entered Damascus, ending over five decades of Assad family rule. His prime minister transferred authority to a provisional government. The Syrian Revolution Victory Conference in January 2025 appointed former HTS leader Ahmed al-Sharaa as president and began integrating armed factions into a national defense structure. Israel simultaneously seized Syria's Quneitra Governorate, and a Druze insurgency emerged in the south, leaving the country's stability uncertain.
