India was originally selected to host the 2nd Asian Winter Games but encountered technical and financial difficulties that made it unable to fulfill its obligations. In 1989, India gave up its hosting rights, requiring a replacement host to be found.
Japan stepped in as host, organizing the 2nd Asian Winter Games in Sapporo, Hokkaidō from March 9 to 14, 1990. The multi-sport winter competition brought together Asian nations to compete across winter disciplines in a well-established winter sports city.
Three National Olympic Committees — Chinese Taipei, Iran, and the Philippines — participated in the Winter Asiad for the first time, broadening the geographic scope of Asian winter sport competition.
