China was originally awarded the 2003 FIFA Women's World Cup, but the SARS outbreak forced relocation to the United States. FIFA immediately compensated China by awarding it the 2007 edition without a competitive bidding process, marking the first time a host was selected non-competitively since.

Germany opened with a record 11–0 victory over Argentina in Shanghai and went on to defeat Brazil 2–0 in the final, completing the tournament without conceding a single goal. FIFA also abolished the golden goal rule for extra time during this edition.
Germany became the first national team in Women's World Cup history to retain the title. Their 11–0 opening win stood as the largest margin of victory and highest-scoring match in Women's World Cup history until 2019. The tournament also marked the end of the golden goal rule in the competition.
