The European Broadcasting Union selected Dutch broadcaster AVRO as host over competing bids from Croatia's HRT and Cyprus's CyBC, following Belarus's victory at the 2006 contest. The host broadcaster was announced in July 2006 and Rotterdam confirmed as host city in September 2006.
On 8 December 2007, the Junior Eurovision Song Contest was held at the Ahoy arena in Rotterdam, hosted by Sipke Jan Bousema and Kim-Lian van der Meij. Seventeen countries competed, with Belarusian entrant Alexey Zhigalkovich performing "S druz'yami" and winning by a single point over Armenia.
Belarus secured its second Junior Eurovision victory, having previously won in 2005, reinforcing its strong record in the competition. Profits from televoting were donated to UNICEF, and the contest's organisation set a precedent for future editions in terms of charitable integration.
