Shuja'iyya had become a focal point of Hamas military activity during the 2014 Israel–Gaza conflict, with the IDF reporting over 140 rockets fired from the area into Israel between 8 and 20 July. Israel identified the neighborhood as a hub of Hamas tunnel infrastructure and ordered residents to evacuate beginning 16 July, though many could not or did not leave the densely populated district.
Beginning at 11 pm on 19 July 2014, Israeli forces led by the Golani Brigade launched a combined assault using F-16 airstrikes, tank fire, and mortars. Hamas fighters emerged from tunnels and mounted unexpectedly stiff resistance. Israel responded with heavy aerial bombardment and artillery, described by military sources as a 'walking barrage' across the neighborhood rather than targeted strikes on specific Hamas positions.
The battle resulted in the deaths of 16 Israeli soldiers and between 66 and 120 Palestinians, with UN figures citing 55 civilians killed. The operation drew sharp international condemnation, with UN Secretary-General Ban Ki-moon calling it an 'atrocious action' and the EU expressing particular dismay at the human cost. U.S. military analysts criticized the IDF's tactics as 'indefensible', intensifying global debate over proportionality and urban warfare conduct.
