Biography
Baghdadi Ali Mahmudi, born in 1945 in Zawiya, Libya, pursued a career in medicine, specializing in obstetrics and gynecology. This background set him apart from many in Muammar Gaddafi's political circle, and he moved up in Libyan governance as the regime occasionally included technocrats and professionals in key spots.
Mahmudi became Deputy Prime Minister under Shukri Ghanem in 2003. After Ghanem's removal, Mahmudi was appointed as Secretary of the General People's Committee (the equivalent of prime minister) on 5 March 2006. He held this position for over five years, overseeing the country's administration during a time when Libya re-engaged with the international community after Western sanctions were lifted and enjoyed rising oil revenues.
When the Libyan Civil War began in February 2011, Mahmudi stayed in his position as Gaddafi's regime faced military challenges from rebel forces backed by NATO. He was considered part of Gaddafi's core group during this time. By mid-2011, as the regime's hold weakened, Mahmudi fled Libya. On 1 September 2011, he officially recognized the fall of the General People's Committee and the rise of the National Transitional Council as Libya's new leadership.
After leaving Libya, Mahmudi was arrested in Tunisia for illegal border entry and was jailed for six months. This sentence was later overturned on appeal. However, a Tunisian court later approved his extradition to Libya at the request of the National Transitional Council. Once extradited, he was in Libyan custody, facing potential charges for his actions in government. Mahmudi was finally released from prison on 20 July 2019, ending a long period of detention across several years and countries.
