Barkat Gourad Hamadou was born on January 1, 1930, in the Dikhil Region of what was then French Somaliland, under French colonial rule in the Horn of Africa. During the transitional period leading to independence, he advanced through the territory's political ranks, becoming a key figure in building and solidifying the modern state of Djibouti.
