Biography
Choe Yong-rim (Korean: 최영림) was born on November 20, 1930, in Kankyō-hoku Prefecture, a region that became part of North Korea after World War II divided the Korean peninsula. Over several decades, he rose within the Korean Workers' Party (KWP) to become a senior figure in North Korean politics. His long career in the party earned him recognition as a trusted insider among the country's ruling elite. The New York Times called him a 'KWP insider' and a 'friend of Kim Jong Il's family.'
Choe received education from notable institutions. He attended the Mangyongdae Revolutionary School, known for training future North Korean leaders and elite members. He later studied at Kim Il-sung University, North Korea's top university, and pursued further education at Lomonosov Moscow State University in the Soviet Union. This blend of ideological and academic training in both Pyongyang and Moscow shaped his political and intellectual development during the Cold War.
His most notable role came when he was appointed Premier of North Korea in June 2010, serving until April 2013. As Premier, he led the Cabinet, overseeing the state's administrative and economic functions under the Korean Workers' Party's authority. His time as Premier coincided with Kim Jong Il's final years and Kim Jong Un's early leadership after Kim Jong Il's death in December 2011. Choe's continued high-ranking role during this transition highlighted his reliability within the regime.
Beyond his role as Premier, Choe was a member of the 6th Presidium of the Workers' Party of Korea, placing him among the party's top decision-makers.
