
Biography
Herman Achille Van Rompuy, born on October 31, 1947, in Etterbeek, Belgium, is a Belgian economist and politician who held two major leadership roles in European politics in the early 21st century. A member of the Christian Democratic and Flemish party (CD&V), Van Rompuy developed his career with a focus on economics and building consensus, which were vital during difficult times in both Belgian and European politics.
Van Rompuy was educated at top Belgian institutions, including St. John Berchmans College and the Catholic University of Leuven, where he studied economics. His education laid the groundwork for his political career, particularly in fiscal policy and economic governance. Married to Geertrui Windels, he became known for his thoughtful approach, calm demeanor, and skill in handling complex political negotiations.
As the 49th Prime Minister of Belgium, Van Rompuy served from December 30, 2008, to November 25, 2009, during a time of major economic uncertainty after the global financial crisis. Although his time in office was short, he worked to keep Belgium's notoriously divided political landscape stable. His ability to manage coalition politics and economic issues drew the attention of European leaders who wanted experienced leadership for newly formed EU institutions.
On November 19, 2009, the European Council chose Van Rompuy to be the first permanent President of the European Council under the Treaty of Lisbon, starting on January 1, 2010. His first term lasted until May 31, 2012, followed by a second and final term from June 1, 2012, to November 30, 2014. During his presidency, he steered the European Council through the European debt crisis, working to keep European unity as member states coordinated their responses. His leadership was marked by quiet diplomacy and behind-the-scenes negotiations rather than public speeches.
