Biography

Lucio Edwin Gutiérrez Borbúa, born on March 23, 1957, in Quito, Ecuador, studied civil engineering at the Universidad de las Fuerzas Armadas - ESPE and later went for military training at the Inter-American Defense College. His background in engineering and the military shaped his future in the armed forces and politics. He is married to Ximena Bohórquez.

Gutiérrez became well-known nationally through his military career, reaching the rank of colonel in the Ecuadorian Army. His political involvement grew in the late 1990s and early 2000s during a time of political instability in Ecuador. In January 2000, he took part in a military coup that briefly removed President Jamil Mahuad, though civilian rule was soon restored under Vice President Gustavo Noboa.

Despite his part in the coup attempt, Gutiérrez ran successfully for president in 2002, focusing on anti-corruption and economic reform. He won and became Ecuador's 43rd president on January 15, 2003. His time in office was marked by economic problems, political opposition, and social unrest. Initially backed by indigenous groups and leftist organizations, he lost their support as his policies became more conservative.

His presidency ended abruptly in April 2005 when large protests broke out in Quito and other cities. The demonstrations, known as the Forajidos movement, were in response to his controversial Supreme Court decisions and perceived authoritarian actions. On April 20, 2005, the Ecuadorian Congress removed him from office, citing abandonment of duty. He fled but later returned to Ecuador, where he faced legal issues relating to his presidency.

After his presidency, Gutiérrez stayed active in politics by founding the Patriotic Society Party and making several unsuccessful runs for president. His political career picked up again in 2023 when he was elected to the National Assembly, marking a comeback in Ecuador's legislative process after years in opposition.

Before gaining national recognition, Gutiérrez built his career in Ecuador's military during a time of political upheaval in Latin America. The 1980s and 1990s saw widespread economic crises in the region, with Ecuador facing particular challenges due to border disputes with Peru, hyperinflation, and frequent government changes. This environment allowed military officers with technical skills to become prominent in national matters.

Gutiérrez's engineering background set him apart from many of his military peers, giving him technical skills that were useful in infrastructure projects and military operations. His education at the Inter-American Defense College also gave him a broader view of geopolitics and connected him with military leaders from across the Americas, experiences that would later shape his political views and approach to governance.
