Biography

Luvsannamsrain Oyun-Erdene was born on 29 June 1980 in Ulaanbaatar, Mongolia. He studied at the National University of Mongolia and later at the John F. Kennedy School of Government at Harvard University, gaining both local academic credentials and international policy knowledge. His education shaped his technocratic approach to governance, defining his time as one of Mongolia’s key political figures in the early twenty-first century.

Oyun-Erdene progressed within the Mongolian People's Party (MPP), a major political force in the country. Before becoming prime minister, he served as Minister and Chief of the Cabinet Secretariat of the Government of Mongolia from 2 February 2019 to 27 January 2021. In this role, he coordinated government operations and policy implementation, establishing himself as a capable administrator within the MPP. He won election to the State Great Khural, Mongolia's parliament, three times between 2016 and 2025.

On 27 January 2021, Oyun-Erdene became the 31st Prime Minister of Mongolia, stepping into the position during significant economic and public health challenges posed by the global COVID-19 pandemic. In response, he launched the New Recovery Policy, an economic plan linked to Mongolia's Vision 2050 development goals. He also introduced E-Mongolia, a digital government platform to make public services more accessible and reduce bureaucracy for citizens. His administration pursued constitutional amendments that increased the size of parliament and introduced a mixed-member proportional electoral system.

After the MPP's win in the 2024 parliamentary elections, the State Great Khural re-appointed Oyun-Erdene as prime minister on 5 July 2024. Despite having a parliamentary majority, he chose to form a grand coalition government with opposition parties, showing a preference for wider political cooperation. However, his second term was rocky. Amid widespread public protests in 2025, he faced a vote of no confidence, which he lost. Oyun-Erdene resigned on 3 June 2025 and stayed on in a temporary role until his successor, Gombojavyn Zandanshatar, was formally appointed on 13 June 2025.

During his time in office, Oyun-Erdene was seen as part of a younger generation of Mongolian leaders trained in modern public administration, focusing on digital transformation and institutional reform.
