Khaltmaagiin Battulga was born on March 3, 1963, in Ulaanbaatar, Mongolia, during the era of the Mongolian People's Republic under Soviet influence. He gained international recognition as a world champion sambo wrestler, becoming one of Mongolia's top combat sports athletes before moving into business and politics. His sports achievements helped him gain public recognition, which later benefited his political career.

Battulga entered politics in 2004 when he was elected to the State Great Khural, Mongolia's parliament, for the Democratic Party. He served several terms as a member of parliament from 2004 to 2016 and was the Minister of Roads, Transportation, Construction and Urban Development from 2008 to 2012.
