Biography

Manuel Carlos Valls Galfetti was born on August 13, 1962, in Barcelona, Spain, to a Catalan father and Swiss mother. His family moved to France when he was four, settling in the suburbs of Paris. Valls got French citizenship in 1982 and started his political career with the Socialist Party in the 1980s. He studied history at the Université Paris 1 Panthéon-Sorbonne and law at the Institut d'études politiques de Paris, laying the groundwork for his future in politics.

He entered national politics in 2002 as a member of the French National Assembly, representing the Essonne department. He quickly became known in the Socialist Party for his centrist views and support for economic reforms. His political stance often matched Third Way politics, balancing market-friendly policies with social democratic values. This sometimes put him at odds with the traditional left wing of his party but made him appealing to moderate voters.

In 2014, President François Hollande appointed Valls as Prime Minister of France, a role he held until December 2016. During his time as Prime Minister, Valls dealt with major issues like terrorist attacks in Paris, high unemployment, and rising social tensions. He pushed through controversial labor reforms and took strong stances on secularism and immigration, facing criticism from both political sides. His use of Article 49.3 of the French Constitution to pass legislation without parliamentary votes stood out during his time in office.

After leaving the French government, Valls made a surprising return to Spanish politics in 2018. He joined the Ciudadanos party and was elected as a Barcelona city councilor in 2019, later becoming mayor. This was a rare political path, as he became one of the few politicians to hold high government positions in two different European countries. As mayor of Barcelona, he focused on urban development, managing tourism, and addressing Catalan independence movements from a unionist viewpoint.

Before Fame

Valls grew up in Argenteuil, a working-class suburb north of Paris, after his family moved from Spain. His dad was a painter, and his mom worked in administrative jobs. Being an immigrant family in France deeply influenced his views and future political stances on integration and French republican values.

He got involved in politics during his university years, joining the Socialist Party in 1980 when he was 18. Valls climbed the ranks of local politics, serving as a municipal councilor in Argenteuil from 1983 to 1989. He later became mayor of Évry from 2001 to 2012, where he learned a lot about urban governance and earned a reputation as a practical administrator who could work with different political groups.
