Biography
Paul Edgar Philippe Martin Jr., born August 28, 1938, in Windsor, Ontario, was Canada's 21st Prime Minister from 2003 to 2006. The son of Paul Martin Sr., who was a senator and secretary of state for external affairs, Martin followed his father's political path after making his mark in business. He studied at the University of St. Michael's College and then attended the Henry N.R. Jackman Faculty of Law, qualifying as a lawyer before shifting to business leadership.
Martin started his business career in a big way when he became president and CEO of Canada Steamship Lines in 1973, a role he held for fifteen years before moving into federal politics. His success in turning around the shipping company showed the management skills he would later use in handling government finances. In 1988, he was elected as the Member of Parliament for the Montreal district of LaSalle—Émard, beginning a notable parliamentary career that lasted almost twenty years.
As Minister of Finance under Jean Chrétien from 1993 to 2002, Martin made major changes to Canada's fiscal policies. He focused on cutting government spending and reforming federal programs, which ultimately got rid of Canada's ongoing budget deficit. These steps, though sometimes controversial because of their effects on social programs, restored Canada's fiscal reputation and significantly lowered the national debt. Despite these successes, tensions between Martin and Chrétien grew over party leadership, leading to Martin being removed from the finance role in 2002.
Martin became the party leader after winning the 2003 Liberal Party leadership election with a strong victory. When he became Prime Minister in December 2003, he faced the tough challenge of governing during a period marked by the sponsorship scandal. His government won the 2004 federal election but was reduced to a minority, needing careful coalition-building to pass laws. During his time, Martin's government achieved several major policy successes, including increased healthcare funding agreements with provinces, the Kelowna Accord to improve Indigenous peoples' living conditions, and legalizing same-sex marriage through the Civil Marriage Act.
