Biography

Sher Bahadur Deuba was born on June 13, 1946, in Ashigram, a remote village in Ganyapdhura, Dadeldhura, in far-western Nepal. He completed primary school in Ashigram and secondary school in Doti before going to Tri-Chandra College for higher education. He later studied at the London School of Economics and Political Science, which greatly influenced his political views. He is married to Arzu Rana Deuba, also an active public figure in Nepal.

Deuba got into national politics after Nepal reinstated multiparty democracy in 1990. In 1991, he was elected to the House of Representatives and later served as Minister of Home Affairs under Prime Minister Girija Prasad Koirala. He first became prime minister in 1995 after Man Mohan Adhikari tried to dissolve parliament. During this time, he managed the signing of the Mahakali Treaty with India, an important water-sharing agreement.

His second term as prime minister began in July 2001, during the growing Maoist insurgency that had affected much of the country. He declared a state of emergency and labeled the Communist Party of Nepal (Maoist) a terrorist group. King Gyanendra dismissed him in October 2002 for alleged incompetence, but public backlash led to his return in June 2004. After King Gyanendra's coup in February 2005, Deuba was arrested. However, the Supreme Court ruled his detention unlawful, and he was released in February 2006.

Deuba became prime minister for a fourth time in June 2017 through a power-sharing deal between the Nepali Congress and the CPN (Maoist Centre). His government conducted elections at all three levels of government in 2017, an important step in Nepal's shift to a federal system. On July 13, 2021, he was sworn in for a fifth term after a Supreme Court order reinstated the dissolved House of Representatives and mandated his appointment. This term lasted until December 2022. He served as president of the Nepali Congress from 2016 to 2026 and was a Member of Parliament for Dadeldhura 1 until the parliament was dissolved on September 12, 2025.

Throughout his career, Deuba has been a divisive figure. His time in office has faced criticism for alleged nepotism and corruption, leading to public dissatisfaction. During the Gen Z protest movement, he and his wife Arzu Rana Deuba were attacked at their home by protesters, showing the extent of public frustration with political leaders. Despite these issues, he remains a significant figure in post-1990 Nepalese democratic politics.

Before Fame

Sher Bahadur Deuba grew up in Ashigram, a remote village in the Dadeldhura district of far-western Nepal. This area has historically been neglected and far from the centers of power in Kathmandu. During the Panchayat era, an absolute monarchy under King Mahendra and then King Birendra, political parties were banned and dissent was suppressed. Despite these challenges, Deuba pursued secondary education in Doti and went on to attend Tri-Chandra College before studying at the London School of Economics and Political Science—an unusual path for someone from his background.

The pro-democracy movement of 1990, known as the Jana Andolan, was transformative for both Nepal and Deuba himself. The restoration of multiparty democracy allowed for formal political involvement, and Deuba, affiliated with the Nepali Congress, was elected to the House of Representatives in 1991. As Minister of Home Affairs under Girija Prasad Koirala, he began to build significant political influence, eventually establishing himself as a senior leader within the party and a contender for the highest office.
