Biography

Victor Hugo de Azevedo Coutinho was born on November 12, 1871, in Macau, then a Portuguese territory. The son of a noble family, he held the title of 18th Count of Azevedo and would become one of the most distinguished figures of early 20th-century Portugal. His education at the University of Coimbra provided him with a solid academic foundation that would later serve him in multiple professional capacities.

Coutinho's career encompassed three major domains: the Portuguese Navy, academia, and politics. As a naval officer, he distinguished himself through his service and expertise in maritime affairs. His academic pursuits led him to become a professor, first at his alma mater, the University of Coimbra, and subsequently at the Escola Naval, where he contributed to the education of future naval officers. His scholarly work and teaching abilities established him as a respected figure in Portuguese educational circles.

Politically, Coutinho aligned himself with the Portuguese Democratic Party and rose to the highest office in the land when he was appointed President of the Council of Ministers on December 12, 1914. His tenure as Prime Minister during the 7th government of the First Portuguese Republic was brief, lasting only until January 25, 1915. The government he led was composed largely of second-tier political figures, which led to its being mockingly dubbed 'Os miseráveis de Victor Hugo,' a clever wordplay referencing both his first name and Victor Hugo's famous novel Les Misérables.

Throughout his distinguished career, Coutinho received numerous honors recognizing his contributions to Portugal. He was awarded the Grand Cross of the Military Order of Christ and the Grand Officer of the Military Order of Avis, as well as serving as Commander of the Military Order of Avis. These decorations reflected his service across military, academic, and political spheres. He continued his various professional activities until his death in Lisbon on June 27, 1955, at the age of 83, having witnessed and participated in some of the most turbulent periods of Portuguese history.
