Strategic Narrative Overview
The SDF launched its assault on 22 March 2017, conducting an air-assault insertion behind IS lines to encircle Tabqa. Coalition air support from CJTF–OIR provided close air support throughout the operation. Fighting progressed through the surrounding countryside, the airbase, and into the city itself. Concerns arose at one point about structural integrity of the dam amid combat, but the SDF steadily tightened its encirclement and pushed IS defenders out of their positions.
01 / The Origins
By early 2017, the Syrian Democratic Forces and their U.S.-led coalition partners were preparing a campaign to recapture Raqqa, the de facto capital of the Islamic State in Syria. The Tabqa Dam, a strategically vital hydroelectric installation on the Euphrates, and the nearby city of Tabqa (al-Thawrah) and Tabqa Airbase represented critical IS-held assets that had to be neutralised before any advance on Raqqa could proceed.
03 / The Outcome
On 10 May 2017, the SDF completed the capture of Tabqa city and the Tabqa Dam, securing one of Syria's most important infrastructure assets. The fall of Tabqa eliminated a significant IS defensive line along the Euphrates and provided the SDF with a staging ground to continue the broader Raqqa campaign. IS was denied both the strategic depth and any leverage the dam represented.
