Chechen separatist militants of the Riyad-us Saliheen, directed by warlord Shamil Basayev, demanded Russia's withdrawal from Chechnya and recognition of its independence. Using a school seizure as leverage, they targeted the first day of the academic year on 1 September 2004 to maximize hostages and media impact.
Armed terrorists seized School Number One in Beslan, North Ossetia, taking over 1,100 hostages including 777 children. Over three days, conditions inside the school deteriorated critically. On the third day, Russian security forces stormed the building; the resulting confrontation killed 334 hostages, 186 of them children, and 31 attackers.
The siege prompted sweeping federal reforms in Russia that consolidated political authority in the Kremlin and expanded presidential powers. Persistent criticism arose regarding the government's handling of negotiations, alleged media censorship and disinformation, questions about journalistic freedom, and controversy over the use of excessive force by security services.
