Biography

Martin Brian Mulroney (March 20, 1939 – February 29, 2024) was a Canadian lawyer, businessman, and politician who was the 18th Prime Minister of Canada from 1984 to 1993. Born in Baie-Comeau, Quebec, Mulroney studied at St. Francis Xavier University, St. Thomas University, Dalhousie University, and the Faculté de droit de l'Université Laval. After law school, he moved to Montreal and became well-known as a labor lawyer before leading the Iron Ore Company of Canada as president in 1977.

Mulroney entered federal politics by running for the Progressive Conservative Party leadership in 1976, finishing third. He won the party leadership in 1983, defeating former Prime Minister Joe Clark. His rise culminated in the 1984 federal election, where he led the Progressive Conservatives to a massive win, taking 74.8% of parliamentary seats and more than 50% of the popular vote. He then secured a second majority in the 1988 federal election.

As Prime Minister, Mulroney made significant economic changes to Canada's fiscal and trade policies. His government negotiated the Canada-United States Free Trade Agreement and later NAFTA, changing Canada's economic links. He introduced the Goods and Services Tax (GST) to replace the manufacturers' sales tax and privatized 23 Crown corporations, including major companies like Air Canada and Petro-Canada. These changes, while debated, modernized Canada's economy.

Mulroney also worked on constitutional initiatives for national unity. He supported the Meech Lake Accord and the Charlottetown Accord, both intended to include Quebec in the constitutional framework by recognizing it as a distinct society and increasing provincial powers. The failure of these accords, especially Meech Lake, unintentionally boosted Quebec separatism and led to the formation of the Bloc Québécois. His government also faced criticism for handling the Air India Flight 182 bombing investigation. Mulroney retired from politics in 1993 and passed away in Palm Beach, Florida, in 2024. He is survived by his wife Mila Mulroney and leaves behind a complex political legacy.

Mulroney grew up in Baie-Comeau, a paper mill town in eastern Quebec, where his father worked as an electrician. His bilingual upbringing in this working-class setting later influenced his political views on Canadian unity and labor relations. After becoming a successful labor lawyer in Montreal, Mulroney was recognized for his skill in negotiating complex disputes and for his networking abilities within Quebec's business community. His role as president of the Iron Ore Company of Canada marked his move from law to business leadership, giving him executive experience and raising his profile in Conservative circles, leading to his eventual entry into federal politics.
