Biography

Carlos Humberto Romero Mena (February 29, 1924 – February 27, 2017) was a Salvadoran military general and politician, serving as the last president during El Salvador's military dictatorship from July 1, 1977, until he was overthrown on October 15, 1979. Born in Chalatenango, Romero moved up the ranks of the Salvadoran military at a time when the armed forces controlled the country’s political scene. His presidency marked the end of nearly 50 years of military rule in El Salvador, which began in 1931.

Romero’s time in office saw increased political repression and violence aimed at opposition groups, trade unions, and protesters. His government faced growing unrest at home as economic inequality and social tensions escalated. This period included widespread human rights abuses, such as extrajudicial killings, torture, and forced disappearances by security forces and paramilitary groups. These acts prompted international criticism and increased opposition both domestically and globally.

Although Spain awarded Romero the Collar of the Order of Isabella the Catholic in 1977, his presidency grew more isolated as civil unrest heightened. His government’s tough response to peaceful protests and strikes further alienated the public and weakened his authority. Economic conditions worsened under his leadership, with high unemployment and inflation making social issues worse.

On October 15, 1979, reform-minded military officers, led by Colonel Adolfo Majano, staged a coup, deposing Romero. The coup leaders called for democratic reforms and an end to human rights abuses. After his overthrow, Romero went into exile, ending the era of military dictatorship in El Salvador. He passed away in San Salvador on February 27, 2017, just two days shy of his 93rd birthday, having witnessed his country’s transition to a democratic republic.
