Biography
Jorge Fernando Tuto Quiroga Ramírez, born on May 5, 1960, in Cochabamba, Bolivia, is an industrial engineer and politician who was the 62nd president of Bolivia from 2001 to 2002. He took over the presidency after Hugo Banzer resigned due to illness. Quiroga studied at Texas A&M University and St. Edward's University in the United States, focusing on industrial engineering before coming back to Bolivia to start his public service career.
Quiroga's political journey gained momentum when he became the minister of finance under President Jaime Paz Zamora in 1992. His economic skills and leadership led to his role as the 36th vice president of Bolivia from 1997 to 2001 under Hugo Banzer, with the Nationalist Democratic Action party. When Banzer's health declined, Quiroga stepped in as president, finishing the term until 2002.
After his presidency, Quiroga stayed involved in Bolivian politics, frequently running for president. He lost in the 2005 presidential election on the Christian Democratic Party ticket to Evo Morales, who won his first term. Quiroga ran for president again in 2014 under the Christian Democratic Party but lost to Morales, who was elected for a third time.
In 2020, Quiroga joined the presidential race with the Libre21 coalition but withdrew on October 11, 2020, just a week before the election. This move was an attempt to unite the opposition to prevent the socialist MAS-IPSP candidate Luis Arce from winning. During the interim government of Jeanine Áñez from 2019 to 2020, Quiroga acted as Bolivia's international spokesperson, focusing on what he claimed were human rights abuses by the previous Morales administration. Most recently, Quiroga ran for president in the 2025 election, finishing second with about 27% of the vote but losing in the runoff to Senator Rodrigo Paz.
Before Fame
Quiroga was born into a middle-class family in Cochabamba, one of the major cities in Bolivia. In the 1980s, he went to the United States for higher education. At Texas A&M University and St. Edward's University, he studied industrial engineering and learned about international economic principles, which later shaped his approach to public policy.
During the 1980s and early 1990s, Latin America went through major economic changes, with many countries adopting neoliberal reforms and looking for technocratic leaders educated abroad. When Quiroga returned to Bolivia, the country needed professionals who could handle both local issues and international economic relationships. This timing helped him enter government work after Bolivia returned to civilian rule.
