
Biography
Luis Alberto Arce Catacora was born on September 28, 1963, in La Paz, Bolivia. He studied at the Higher University of San Andrés in Bolivia and later at the University of Warwick in England, where he graduated as an economist. His education in economics was key to his career in public service and financial policy.
Arce's career began in banking and accounting at the Central Bank of Bolivia. His skills in monetary policy and economic analysis caught the eye of Evo Morales, who appointed him as Minister of Finance in 2006 after Morales became president. Arce then served as Minister of Economy and Public Finance, becoming Morales' longest-serving minister from 2006 to 2017.
As minister, Arce was known for leading Bolivia's economic transformation under the Movement for Socialism (MAS) government. He was responsible for nationalizing Bolivia's hydrocarbons industry, and introducing policies that boosted GDP growth and lowered poverty levels across the country. His leadership was recognized both in Bolivia and internationally for driving economic growth during this time.
Arce's time as minister was interrupted in 2017 when he was diagnosed with kidney cancer, prompting him to leave office for treatment abroad. After recovering, he returned in January 2019 as Minister of Economy and Public Finance. Still, his return was brief due to a political crisis after the disputed 2019 presidential election, which led to social unrest, allegations of electoral fraud, Morales' resignation, and Arce leaving office.
With Morales unable to run again and in exile, the MAS party chose Arce as their candidate for the 2020 elections. He campaigned as a moderate socialist supporting MAS ideals while maintaining some distance from Morales. Arce won the presidency with 55% of the vote, defeating former president Carlos Mesa. He was inaugurated as Bolivia's 67th president in November 2020, with a term lasting until 2025.

Growing up in La Paz during the 1960s and 1970s, Arce saw Bolivia's economic instability and political upheaval up close. The country went through frequent military coups, hyperinflation, and social unrest during his early years. This likely led him to study economics, first at the Higher University of San Andrés and later at the University of Warwick in England.
When he returned to Bolivia, Arce entered the banking sector and spent decades building his skills in monetary policy and financial management at the Central Bank of Bolivia. His expertise and deep understanding of Bolivia's economic issues made him an ideal choice when Evo Morales looked for qualified professionals to carry out his government's significant economic reforms after winning the presidency in 2005.
