Nguyễn Thị Kim Ngân was born on April 12, 1954, in Bến Tre Province, in the Mekong Delta of southern Vietnam. Trained as an economist, she developed her career within the Communist Party of Vietnam, gradually advancing through provincial and national roles over several decades. Her education and administrative experience made her a capable leader in Vietnam's single-party political system, where progress depends on loyalty, skill, and support from senior party figures.

Before gaining national prominence, Ngân was the Party Secretary of Hải Dương Province from 2002 to 2006, effectively making her the governor of the province and the first woman to hold such a position in Vietnam at the time. She was the only female provincial chief in the country during her tenure. This role showcased her administrative skills and the party's confidence in her leadership at the regional level.

From 2006 to 2011, Ngân was part of Prime Minister Nguyễn Tấn Dũng's cabinet, serving in various ministries.
