Biography

Pak Pong-ju was born on April 10, 1939, in North Hamgyong Province on the Korean peninsula, which was occupied by Japan at the time. He worked his way up through North Korea's administrative and economic sectors over many years, eventually becoming a key technocrat in the country's political scene. With a strong background in economics and industrial management, he took a practical approach to governance, standing out from the more ideologically driven members of the Korean Workers' Party.

Pak served as North Korea's Premier from September 2003 to April 2007. During this time, he cautiously moved toward more market-friendly economic policies. His reforms, linked to the so-called 'June 28 measures' and related economic trials, aimed to bring in limited incentive structures to state enterprises and agriculture. These initiatives met with both interest and opposition, leading to his removal in 2007 by conservative party members wary of the economic changes.

After his removal, Pak kept a low profile politically but was not purged like many others who lost favor in Pyongyang. He came back to prominence under Kim Jong-un, who took over after Kim Jong-il died in December 2011. Pak was reappointed as Premier in April 2013, as the younger Kim was interested in practical economic management as part of the byungjin policy—developing nuclear weapons and the economy simultaneously.

During his second stint as Premier, which lasted until April 2019, Pak was involved in expanding special economic zones, encouraging foreign investment within the limits of international sanctions, and boosting consumer goods production. In 2016, he was elected to the Presidium of the Workers' Party of Korea, becoming one of the most senior leaders in the country. His long service and two terms as Premier made him stand out in a political system known for frequent and secretive staff changes.

Pak Pong-ju stepped down as Premier in April 2019, when Kim Jae-ryong took over. Although he stayed in party roles, his influence on daily policy lessened. His career spanned significant periods in North Korean history, from the economic collapse after the Cold War in the 1990s to the strengthening of Kim Jong-un's rule in the 2010s.

He advanced his career in the state's economic and industrial sectors, specializing in chemical and light industries before moving into higher administrative roles. This way of advancing, centered on practical management skills rather than military or security experience, was less common but still seen in North Korean leadership paths. By the time he became Premier in 2003, he was already an experienced figure in party and government circles, known for focusing on practical solutions to economic issues.
