Strategic Narrative Overview

Launched on 16 October 2015, the offensive was led in the field by Iranian General Qasem Soleimani, who directed advances deep into the southern Aleppo countryside. The attacking force combined Syria's 4th Mechanized Division with Hezbollah, Iraqi factions Harakat Al-Nujaba, Kata'ib Hezbollah, and Liwaa Abu Fadl Al-Abbas, and the Afghan/Iranian Liwa Fatemiyoun. Government forces captured numerous towns and villages, with Iranian command credited as central to the advances made.

01 / The Origins

By late 2015, Syrian government forces were struggling to maintain control of Aleppo Governorate against rebel groups. The sole government-held highway to the provincial capital was vulnerable, and a pro-government enclave inside the governorate remained under prolonged siege. Iran, deeply invested in the Assad government's survival, committed senior military leadership and allied militia forces to mount a strategic offensive to reverse these conditions south of Aleppo.

03 / The Outcome

By December 2015, the offensive had secured significant portions of the Azzan Mountains and expanded the buffer zone around the Aleppo highway. The operation established more favourable conditions for a subsequent effort to isolate rebel-held Aleppo City and eased pressure on the besieged pro-government enclave. The broader Syrian conflict, however, remained unresolved and ongoing beyond this operation's conclusion.
