Sayfullo Saipov, an Uzbek national who immigrated to the United States in 2010 via the Diversity Immigrant Visa program, planned and carried out the attack in allegiance to the Islamic State of Iraq and the Levant (ISIL). A document pledging loyalty to ISIL was found in his truck after the attack.
On October 31, 2017, Saipov drove a rented pickup truck along the Hudson River Park bike path in Lower Manhattan for approximately one mile, striking cyclists and runners between Houston Street and Chambers Street. He then crashed into a school bus, exited brandishing imitation firearms, and was shot and arrested by police.
Eight people were killed and thirteen injured. Saipov was indicted on federal charges including murder in aid of racketeering and material support for terrorism, and was convicted and sentenced to life imprisonment in 2023. Anti-vehicle bollards were subsequently installed along the Hudson River Park bike path.
